The Third Belt and Road Energy Ministers' Conference to be Held in Qingdao October 23 to 24, 2024

In order to thoroughly implement the new energy security strategy of "four revolutions and one cooperation" and the spirit of General Secretary Xi Jinping's important speech at the Third Belt and Road Forum for International Cooperation, and promote the establishment of the Belt and Road Energy Partnership, the National Energy Administration and the People's Government of Shandong Province will jointly host the Third Belt and Road Energy Ministers' Conference in Qingdao, Shandong from October 23 to 24, 2024.

As learned from the Belt and Road Energy Cooperation Network, the Chinese guests attending this conference mainly include relevant national ministries and commissions, Hong Kong and Macao regions and local governments and energy authorities, energy enterprises, financial institutions, research institutes, industry associations, and member units of the Belt and Road Energy Partnership cooperation network. The invited foreign guests mainly include energy ministers, ambassadors to China and heads of international organizations of foreign member countries of the Belt and Road Partnership and some non-partner member countries.

As one of the flagship activities of the Belt and Road Energy Partnership, the first Belt and Road Energy Ministers' Conference with the theme of "Building the Belt and Road Energy Partnership" was held in Suzhou on October 18, 2018. President Xi Jinping sent a letter. During the conference, China and 17 countries jointly released the "Joint Declaration on Establishing the Belt and Road Energy Partnership".

On October 18, 2021, the second Belt and Road Energy Ministers' Conference with the theme of "Towards a Greener and More Inclusive Energy Future" was held in Qingdao. During the conference, member countries of the Belt and Road Energy Partnership held an expansion ceremony and the establishment ceremony of the cooperation network, adopted the "Constitution of the Belt and Road Energy Partnership", released the "Qingdao Initiative for Green Energy Cooperation along the Belt and Road" and the best practices of international energy cooperation.

The theme of the third Belt and Road Energy Ministers' Conference is "Moving Forward to New Horizons, Achieving Win-Win Cooperation". The conference includes an opening ceremony, speeches by important guests, a results release ceremony, parallel theme forums, sub-forums and technical visits. During the conference, Chinese and foreign guests will have dialogues on two topics: "Giving Full Play to the Effectiveness of Innovative Technologies and Enhancing Energy Security Guarantee Capabilities" and "Adapting to the Green Development Trend and Strengthening Energy Policy Innovation and Institutional Innovation".

The third Belt and Road Energy Ministers' Conference will also hold activities such as the expansion ceremony of the Belt and Road Energy Partnership, the establishment of the secretariat office and new working groups of the Belt and Road Energy Partnership cooperation network, the release of the "Belt and Road Green Energy Cooperation Action Plan (2024-2029)", the release of the best practices of "small but beautiful" international energy cooperation, and the release of think tank reports on Belt and Road energy cooperation.
